貧困ビジネスで詐欺 大阪の自称ＮＰＯ代表ら逮捕（産経新聞）

　生活保護の受給者が引っ越したように装い、大阪市から転居に伴う敷金や運送費の扶助をだまし取ったとして、府警捜査２課は３０日、詐欺容疑で、大阪市北区に拠点を置く自称ＮＰＯ団体「あしたばの会」（現・あけぼのの会）代表の畑勲容疑者（４７）ら３人を逮捕した。同会は保護申請の段階から複数の路上生活者を囲い込み、保護費をピンハネする貧困ビジネスを展開していたとみられ、府警は同会が関与した不正受給の全容解明を進める。

　ほかに逮捕されたのは、同会メンバーの鍋嶋茂（５９）＝大阪市北区＝と、市から生活保護を受給していた無職、山本一（かず）人（と）（４６）＝大阪市東住吉区＝の両容疑者。

　逮捕容疑は昨年１１〜１２月ごろ、生活保護を受けていた山本容疑者が大阪市内から神戸市内に転居したように装い、大阪市から敷金扶助と引っ越し代の名目で計約３６万円を受け取り、詐取したとしている。

　府警によると、実際に転居した事実はなく、山本容疑者は扶助金を受給した後も、大阪市に住み続けていた。同会は生活困窮者を支援するＮＰＯを称していたが、大阪府から認証を受けていなかった。
